I see, then it's probably simply an anti-spam measure to protect the author
from a ton of junk.
In any case, this is no different than 90% of the forms out there that also
collect IP addresses, regardless of where they're embedded.
You can advise them that the form isn't allowed in-theme (if that's really
a rule) and that they can simply link to their forum/contact page on their
site instead.
But, that doesn't really change anything. We all know the end-result will
still be them using that same contact form that collects IP addresses,
which they're fully in their right to do.
This is one of those issues that only became "an issue" by discussing it
and giving it this air of "Oh, what are they trying to do?", but in
actuality this is common web practice, there's nothing malicious going on
here. It's kind of silly to even bring this up ultimately.
