[theme-reviewers] Plugin dependencies (misunderstanding)

Themes cannot have Plugin *dependencies*. Themes mus stand alone and
function fully as defined by the Theme Review Guidelines and Theme Unit
Tests, without any Plugins.
Themes can, however, integrate *support* for Plugins, and provide an
*enhanced* experience through those Plugins.
