[theme-reviewers] Need Help

I don't know, but it's a good question (and one I've wondered, myself). You
might want to search core Trac, to see if there are any related tickets. If
not, maybe open a new ticket to request the enhancement?

(IMHO it would be far superior for core to add the link, rather than have
Themes do it ad-hoc - perhaps it could be done via e.g. add_theme_support(
'customizer' ) that would trigger the menu entry?)
