[theme-reviewers] Shortcodes with the theme

Post-content shortcodes are Plugin territory.

Scenario:

   - User installs your Theme
   - Your Theme defines post shortcodes
   - User uses your Theme's shortcodes in a bunch of posts
   - User switches to a different Theme
   - User now has broken shortcodes littered throughout a bunch of posts


Users expect shortcode functionality to persist, regardless of active
Theme. That's why post-content shortcodes are Plugin territory.
