Hi Stuart,
Each year community votes and appoints Team reps.

TRT currently has 4 admins: Chip, Cais (Edward), Pross (Simon) and me.
Admin can assign the tickets and add new reviewers.
Any reviewer can assign and modify the tickets.
Final say, well we're the community and decisions are not made between the
admins
alone and or reviewers.
That's why we have a regular discussions on
http://make.wordpress.org/themes/
Hopefully I explained this the right way :)
