[theme-reviewers] Envato to allow 100% GPL themes

I don't think ThemeForest advertising should be treated any differently
from any other allowable advertising on ThemeURI/AuthorURI; likewise with
Upsell requirements.

Is there anything in particular that you're concerned about, that we would
want to address via the Guidelines?
