Not in Chrome. That's a normal reload.

The "Hard Reload" (CTRL-SHIFT-R) makes it force-load the page again,
ignoring the cache. However, things that are loaded after the main
page load (such as via JS) may still load from cache.

The "Empty Cache and Hard Reload" does pretty much what it says on the
tin, forcing everything to reload.
