Definitely not. However, no harm in providing a recommendation to the
author to use the same type of format for their theme's readme.txt.

A review shouldn't just be a simple re-iterating of the list of the
requirements. You're a human being with opinions, and perfectly
capable of judging for yourself and providing valuable constructive
feedback to the theme author, outside of the requirements of the
review guidelines. They wait a long time for these reviews, make sure
they get some helpful and valuable information back to assist them in
improving their theme building.
