Should I just repeat my in-ticket explanation?
The Guidelines aren't intended to dictate *how* a Theme uses the Featured
Images feature. The Guidelines are intended to specify the code
implementation, rather than design aesthetic. For instance, if a Theme
properly implements the Featured Image code, and displays Featured Images
as thumbnails in the blog posts index view, but doesn't display a Featured
Image in the single post view, that's perfectly valid, as it is a design
aesthetic decision.
