[theme-reviewers] Can't display site title, allowed?

This theme: http://themes.trac.wordpress.org/ticket/12373 does not allow for the site-title to be displayed, it is permanently hidden.  The tagline does not output at all.  There is only a custom header to upload a logo image.  Is this allowed?
