[theme-reviewers] Webmaster Tools IDs - plugin territory?

These tools are invisible, so there is high probability that they will be
overlooked while switching themes. There is unnecessary burden on users if
they are present in themes. If they use a plugin instead, it will be easy.
Just an opinion.
