[theme-reviewers] Webmaster Tools IDs - plugin territory?

1) To enable site verification within Webmaster tools so that a site owner
can track data about the site (similar to Analytics)
2) No, the Webmaster Tools association is only for site management purposes
(similar to Analytics)
3) The end user would only be impacted in the indirect sense that if a site
owner uses Webmaster Tools, and the site unintentionally becomes blocked by
browsers' malware warning, having an existing Webmaster Tools association
can be a much faster path to restoring the site in Google's eyes and having
the malware warning removed.

It seems third-party associations such as Webmaster Tools IDs are similar
to Analytics snippets and therefore, it would seem based on the previous
Analytics snippet discussion here (
http://lists.wordpress.org/pipermail/theme-reviewers/2013-June/013651.html),
not allowed in theme options.
