[theme-reviewers] Adding links to footer in dashboard section?

I think that adding links to the footer is ok only on theme options page but it shouldn't appear anywhere else.
If I'm mistaken please correct me...

I seen a theme, not on WordPress theme directory.. 

where developer put that this free theme development is sponsored/supported by some organization link.. but that was only on themes options page.
