[theme-reviewers] Adding links to footer in dashboard section?

Admin footer links: discouraged, but probably okay if done only on the
Theme's settings page. Definitely not globally. That's just spammy.

Deregistering core-bundled script: absolutely not, under any circumstances
for any reason - either on the front end or in the admin.
