[theme-reviewers] A Question - Theme with Plugin

Repository-hosted Themes cannot *require* usage of any particular Plugin.
Themes must be fully functional, and conform to the guidelines, without the
need to install/activate any particular Plugin. You may, however, build in
*integration support* for a Plugin, as enhanced functionality. In such
case, state the enhanced functionality in the Theme description and/or in
the readme.

Something like Facebook comments would fall under this guideline: your
Theme must implement core comment handling out-of-the-box, but you can
design in support for layout/styling of Facebook comments.

Regards,

Chip
