[theme-reviewers] Top Level Menu for Theme Options

Hi,

I was reviewing this ticket
https://themes.trac.wordpress.org/ticket/10850yesterday.
It was using add_object_page to create top level menu(instead of
add_theme_page to create sub menu)
 so I did not approve it as per the theme review guidelines.

The theme reporter said that the featured theme pagelines at
wordpress.orgwas also using the add_menu_page to create the top level
menu.
So he asked why he could not?
I checked pagelines theme and yes it was making the top level menu using
the add_menu_page.

Is top level menu accepted sometimes? Please share your views.
I think top level menu for the theme options should not be accepted as per
the current theme review guidelines.
