[theme-reviewers] Uploader's Theme Check updated

Okay, so I was a bit late this time, but as per the usual procedure,
the Theme Uploader's version of Theme Check has been updated to the
latest released version, one month (and a bit) after the release of
WordPress 3.5.

So as of last night, the uploader is using the checks from version
20121211.1 of the Theme Check plugin, and will reject themes that get
a "fail" from that version.

In addition, I took the opportunity to remove some of the duplicated
"old-style" checks from the uploader, so it should be a bit more
speedy in performing the check. Not so much that you'd probably
notice, but still.

If anybody has any issues with it, let us know. If the issue is in
Theme Check itself, then we'd need to update the plugin.
