[theme-reviewers] Template hierarky

Hi all,
How wordpress themes should provide a good template file.
Is the template file to be complete?

As I know first parse style, comment, function and index.php. We can
play it all in there. Because even without the other files that are
already well underway.

Maybe this is a difficult decision, I was just trying to make it simple.
