[theme-reviewers] Safeguards

Since anyone can become a reviewer, are there any safeguards to prevent a
theme author from getting a buddy join the reviewer team ( Or maybe
befriend an existing reviewer ) and get his/her tickets fast tracked/ jump
the queue?
