[theme-reviewers] Sub-menu depth requirements

For primary navigation menus, a depth of 3 levels is the de-facto norm; but
it isn't required. There is no requirement. Menu depth is considered part
of the design aesthetic of the Theme.

I recommend documenting the depth supported for all menu theme locations,
in the Theme's readme file.
