[theme-reviewers] Newbie theme reviewer question - Browser compatability

There should be a guideline about this. Latest browsers need to be
supported.

I personally don't like or use IE, but that doesn't mean that I can
"dictate" the
browser usage.

If this was IE7, IE8, fine, no problem, heck let's say even IE9, but to say
IE9+

Just my 2¢ that's all :)
