[theme-reviewers] New Theme Check for 3.8

Just throwing it out there, but: with this being at least the second
screenshot-size increase, is there any reason to limit screenshot size at
this point? Should we be looking at a required dimensional ratio (4:3),
with recommended size of 880x660?
