[theme-reviewers] flexible-width tag

A new tag, such as "Responsive", or any new tag for that matter should
definitely have its own discussion thread ... and would require a buy-in
from dot-org to have it added. As such, I would suggest any new tags be
submitted to core as enhancements once a reasonably effective process can
be established that reviewers can use to meet the tag usage requirements
that will most likely need to be added to the guidelines.
