[theme-reviewers] Author URI guidelines

Chip, could I personally ask for some clarifications on the guidelines page
- either in make/themes or in the Codex under Theme Review or wherever,
like

 ?

I tend to disagree so often with most subjective decisions that I'd really
love to actually have them better defined than what is already in there,
especially with the contradictions with some of the existing themes in the
repository.
