[theme-reviewers] Integrate Plugin Territory Elements using Optin Choice

No, making Plugin-Territory functionality "opt-in" is not sufficient.
Otherwise, that would be a trivial work-around to the entire concept of
segregation of content presentation and functionality/content-generation.
