[theme-reviewers] Not-approved, previously approved themes

Hello WPTRT!

Is the queue placement for a submitted theme dependent on whether the theme
has ever been approved, or simply on the last status?

For example: if a theme is active on Extend (previously approved), and then
submitted with updates, and those updates are not-approved, will the
author's corrections to the not-approval land in Priority 1 (previously
approved), or Priority 3 (previously reviewed, not approved)?
