[theme-reviewers] Approved theme sync to extend

Yes, it's a manual process.
The difference is likely that, when an admin reviews a ticket, and resolves
it as "approved", we will immediately push it live in Extend. It is a
separate process to review all of the tickets resolved as "approved" by
non-admin reviewers, which is why there is a delay.
