[theme-reviewers] Is it approprite or not?

Otto has it exactly right. Repository-hosted Themes must be fully
functional "out of the box". They cannot rely on "required" plugin for
normal functionality.

Themes can integrate *support* for Plugins, to *enhance* Theme
functionality. But Themes must pass the Theme Review guidelines
as-installed.
