[theme-reviewers] Is it approprite or not?

Sounds like a child theme? If so, that's perfectly fine. Like:

http://wordpress.org/extend/themes/bbpress-twenty-ten

I wouldn't jump to any conclusions. I'd talk to the theme author and
actually figure out what's going on and how it works first.
