[theme-reviewers] Screenshot Guidelines

Unfortunately that is the biggest issue we tend to see ...
... and the other reason I brought this to the list: are there any ideas to
help get theme authors to review the guidelines before their first
submission(s).

The basic idea is to help improve and keep the process moving along, every
theme that is submitted with an obvious guideline issue is one that is not
part of a potential improvement.
