[theme-reviewers] re-releasing an old theme under old name or new name?

If Jane Doe releases a Theme and gets included in WPORG, John Doe just
cannot download the Theme, do some improvements, change the name and
re-release it.

This would probably be all right if PageLines gives John Doe full blessing.
