[theme-reviewers] Fetching template headers, footers and stylesheet

Aside from all the required issues you identified and Otto's point
about copied styles, I have a severe issue with our hosting a theme
that requires a site built on an entirely different CMS (that is,
Typo3) to function correctly. That's a special case to a degree that
simply won't work for the great majority of users.
