[theme-reviewers] Bootstrap from Twitter

Currently, the licensing requirement for the Themes repository is
"GPL-compatible". Until we are told otherwise, as far as I know there are
no plans to limit that requirement to "GPLv2-compatible", as is required
for the Plugins repository. So, GPLv3-licensed Themes are perfectly
acceptable.
