[theme-reviewers] Internet Explorer Support

Current stable versions of (alphabetically):

   - Chrome
   - Firefox
   - Internet Explorer
   - Safari
   - Opera

Those are all I generally test for now ... ideally the code is backward
compatible for a few versions in the browsers, but I note in my changelog
what version of each of the above I have "tested" to. I may offer support
for older versions but only at my sole discretion; and, often there is a
fee attached to those services as well.
