Can I raise an argument against this, please?

Hiding certain content (eg skip links or forum input labels) using
offset positioning is an intrinsic part of accessible web design and is
recommended best practice. To ban it completely would inevitably create
serious barriers for disabled users as developers eschew vital
accessibility features in preference to visual aesthetics.

Any "hidden content" really needs to be assessed on a case-by-case basis.
