[theme-reviewers] Proposed Theme Review Day

I'm loving this idea too.  I'm horrible at just dropping in and doing 
reviews.  I'm the kind of person who needs an organized schedule to 
actually get things done.  With an official theme review day, I can work 
it into my regular schedule.
