[theme-reviewers] splitting reviewers between queues

Much better idea than a badge is to get people to stop submitting clones of twentyten/twentyeleven etc, most of the submitted themes have no design value.

Also another idea is to whitelist some authors/frameworks, my themes all use same functions/code.
