[theme-reviewers] Author URI - a ThemeForest-like marketplace

I think I tend to be less-lenient about such things than most. I would say
that, unless the author is actually the *owner* of the URL, then it should
be prohibited outright. I can't even find this Theme on the linked site.

In my opinion, this is nothing more than a link-bait attempt.
