[theme-reviewers] Need Help!

Hello,
I need help on the following points while reviewing a theme.

   - Theme is showing options in the "Theme Options" panel. 3 out of 5
   options are "Only Available with Purchase". Is it OK to show dummy
   (function-less) options in the Theme Options panel ?
   - Theme is displaying "Menu on Bottom" in this free version. This menu
   does not support drop down links of "WordPress Menus". Is it OK to have a
   menu which does not support nested menu's ?
   - Readme file is missing so there is no clue or clear indication that
   Menu on Bottom will only support Top Level Links. Is it allowed to ignore
   readme file ?
