There is no inherent technical reason that this is true. Almost all
shortcodes work perfectly anywhere do_shortcode is used.
There are an extremely large number of existing themes that support
shortcodes in other places, including the standard text widget and in the
header. For example, providing shortcode support for the header allows
users to leverage any of the many existing great slide show and image
rotator shortcodes to create the kind of header they want. There is an
endless supply of plugins with various shortcodes that produce fabulous
results when used in a text widget area.
This generalized support for shortcodes is one of the most popular elements
of my own theme, and I'm positive if the theme were to drop that support,
tens of thousands of people using it would be very upset.
