[theme-reviewers] Clarifying trac process

I think we're talking about a different theme?  The theme (Hey Cookie) only has three versions in the system total so there shouldn't have been three middle tickets to close.

It dropped out of Priority #2 when this ticket was closed:
http://themes.trac.wordpress.org/ticket/6355

and the most recent ticket is back in Priority #3:
http://themes.trac.wordpress.org/ticket/6511

But I definitely understand commenting on the oldest ticket to avoid this chain-of-tickets nonsense.  I'll do that from now on.  :)
