[theme-reviewers] Themes are required to save options in a single array

I'm using two settings pages, that's how my theme was from the start.

What are the down sides of having two settings pages (site and design
options) and two entries in the options table?

Is there any simple way to combine the two arrays without much changes to
the code and without making people who are already using the theme mad.
