[theme-reviewers] Reconsider requirement of dynamic_sidebar() and register_sidebar()

Then if that's the case, I'd change my opinion to treating Widget
functionality the same as we treat all other add_theme_support() features:
recommended, but not required; but if implemented, required to support core
functionality.
