[theme-reviewers] Second opinion on Theme Name issue

If the name already exists prior to the creation of the guidelines,
then the name already exists and can stay the same. We don't require
people to change their theme names to adhere to the new guidelines.

Consider it a naming grandfather clause, if you will.
