Let me clarify ...
... essentially there are four (4) external (public-facing) links a theme
can use:
- Theme URI
- Author URI
- http://wordpress.org
- http://example.org
The first two (2) links are covered by the "Credit Links" guidelines:
http://codex.wordpress.org/Theme_Review#Credit_Links. To use a similar link
as you are suggesting "to link back to the theme the person is using" would
not be allowed under these guidelines. Thus the allowances for the second
two (2) links.
Now, although not specifically documented and it most likely should be
reviewed and added to the guidelines, the use of the WordPress and Example
domains should be kept to their root landing pages (although, again, I
would be open to discussions of additional "generic" landing pages within
those sites).
That being the case, and if there are no over-riding exceptions brought
forward from the other administrators, I would recommend updating to the
"internal" theme document link(s) idea I suggested.
