I think active theme accounts will not be the reason,�
As i have not active theme present and still rating is disabled for me.

May be admins will help us in solving our issue.�

It is easy for me to rate the plugins but i tried a lot to rate the themes, But i didn't get success as rating is disable for me, How do i rate the themes and what all steps i have to follow to do that.�
