This is a non-starter:

You need to know both the copyright attribution AND the license declaration
of the original work, even to be considered. Also, this isn't sufficient:

That some template is hosted at some website is essentially meaningless.

Unless we know copyright and license, there's not even any point in getting
into the second question.
