[theme-reviewers] Updating Custom Backgrounds and Custom Headers for WordPress 3.4

PS: Shouldn't the existing CSS if it was used directly in the style.css be
addressed as well ... this function is essentially pushing away from
defining the background via the standard CSS elements/parameters.
