[theme-reviewers] Theme Review queue

Hello everybody!
 
I'm sorry if this has been asked before, I read most of the theme reviewers mails but didn't find any mention of this.
Have theme review priorities changed? I submited a new version of my previously approved theme Mantra but the ticked went into the 
Previously Reviewed Themes (Priority #2) . Is this normal behaviour now? If I submit a new version of a theme and it doesn't pass the theme check, I get put in queue with all themes that never got approved?
