[theme-reviewers] A problem about theme update

To clarify: in order to be included in the Priority #1 Queue (i.e.
Previously Approved Themes), the *most recent version* of the Theme must
have been either approved, or closed-newer-version-uploaded. If the most
recent version of the Theme was not-approved, then the current version falls
into the next priority queue.
